What's up with Rouge Park?

Earlier in the year I received a question for the Scarborough-Guildwood MP candidates concerning whether or not each candidate would support the development of the Rouge National Urban Park. This question confused me a little as from my knowledge it had already became a National Urban Park. I did some research and that confused the situation even more, I found that the lands that were owned by the city and the federal government had been turned into the National Urban Park while the provincial government had not yet turned over the land as they were unhappy with the protection measures that the federal government planned to implement.
During this past weekends Guild Alive with culture I got to speak with a Parks Canada Representative as they had a booth and ask him about this. I learned that the northern sections of the park located in Markham and newly acquired land in Pickering and Uxbridge became the new Rouge National Urban Park as of May 15th 2015 under the Rouge National Urban Park Act. Portions of the park located in the City of Toronto are currently not part of the National Urban Park and remain part of the Rouge Conservation Area. Once completed Rouge National Urban Park will be one of the largest Urban Parks in North America at 79.5 km2, that's 22 time larger the New Yorks Central Park and almost 50 times larger than our own High Park.
